PROBLEM TO BE SOLVED: To provide an electrical discharge machining method and an electrical discharge machining device capable of restraining ionization of machining liquid and shortening machining time by regulating duty of voltage to be applied to a tool electrode in accordance with a state of generation of electrical discharge, etc. between the tool electrodes. SOLUTION: Pulse voltage to be applied to the tool electrode 102 and a work piece 104b is generated from voltage output from a direct current electric power source 200 by switching a charge switching element 208 and an open switching element 207. States of electric discharge and electrification are judged from a measured value of a detector 205 and a duty of the pulse voltage to be applied between the tool electrode 102 and the work piece 104 are decided at a control part 206.
