<P>PROBLEM TO BE SOLVED: To electrically add information into an IC card and, correspondingly, add the same information onto an outer surface. <P>SOLUTION: A control part 14, according to an operator's operation input to an input part 16, sends postscript information to an IC card reader/writer 12, and the IC card reader/writer 12 establishes contactless communication with an IC driver's license 11 to store the postscript information in a postscript storage area of the IC driver's license 11.
