Disclosed is a hard coating agent composition which is useful for forming a hard coat layer, which is excellent not only in antifouling property and lubricating property but also in abrasion resistance and wear resistance, on the surfaces of various articles. Also disclosed is an optical information medium using such a hard coating agent composition. The hard coating agent composition contains a fluorine-containing block copolymer (A1), a fluorine-containing polyether compound (A2) having an active energy ray-reactive group, and an active energy ray-curing compound (B). The optical information medium comprises a supporting base (20) and a film body which is formed on the supporting base (20) and composed of one or more layers including a recording layer (4) or a reflective layer, and at least one of the surface of the supporting base (20) and the surface of the film body is composed of a hard coat layer (8) which contains a cured product of the above-mentioned hard coating agent composition.
