PROBLEM TO BE SOLVED: To effectively prevent the heat island phenomenon. SOLUTION: A laying layer 4 of a porous inorganic granular body 3 is arranged on a rooftop floor surface 2 of a building 1. Thus, the laying layer 4 is porous and has heat insulating performance, and can thereby improve cooling-heating efficiency in the building 1, and can largely reduce energy required for cooling-heating.
