PROBLEM TO BE SOLVED: To provide an anchor device capable of shortening a construction period, and capable of reducing cost, by dispensing with installation and removal of a weight. SOLUTION: An anchor body 33 has a wire fixing member 41 for fixing a balance wire 10 for guiding an inner tank roof and an outer tank roof, in air-raising of the inner tank roof and the outer tank roof, by being arranged on an upper surface of a bottom plate 1, by detachably threadedly engaging an extension bolt 36 with a sleeve 35 threadedly engaged with the upper end of a foundation bolt 34 embedded in the concrete bottom plate 1 so that an upper end part projects upward more than the upper surface of the bottom plate 1; and is fixed to the upper surface of the bottom plate 1 by the extension bolt 36 and a nut 38.
