PROBLEM TO BE SOLVED: To provide a chat system with a closed participating function of a participant, and a chat method. SOLUTION: A list management section determines and registers which of a general participant, an open participant, and a closed participant is a connected participant; and a video management section receives video chat data from a terminal of a connected general participant, an audio management section audio chat data from a terminal of the general participant, and a text management section text chat data from the terminal of the general participant. Participants in a chat room do not know whether a closed participant can participate, and an open participant can know whether the closed participant can participate and can have only a text chat.
