PROBLEM TO BE SOLVED: To provide an outer layer material of a rolling roll which is excellent in wear resistance, roughening resistance and resistance to accident and the rolling roll using the same. SOLUTION: This outer layer material of the rolling roll has, by area, graphite of 0.5-5%, MC base carbide of 0.1-10% and cementite of 10-45% in the metallographic structure and is≥0.5 in the spheroidizing rate of the graphite. This material contains, by mass, >3 to≤4.0% C,≤3.0% Si, 2.3-5.5% Ni, 1.0-2.0% Cr, 0.3-10.0% V, 0.005-0.5% one or two kinds of Mg or Ca and the balance Fe with impurity elements in chemical composition and the spheroidizing rate of the graphite in the metallographic structure is≥0.5.
