PROBLEM TO BE SOLVED: To provide a retroreflection medium intermediate body holding open type retroreflection performance as high as possible, realizing light reflection having a color tone looking nice, hardly changing the color tone even when a visible angle is changed and easily thermally transferred to a body to be worn represented by clothing excellently in terms of edge piece, and to provide its manufacturing method and a transfer method using the intermediate body. SOLUTION: Transparent minute spheres 3 whose refractive indexes are 1.6 to 2.5 and whose diameters are≤500μare embedded in a 15 to 70μthermosoftening resin layer 2 integrated with a supporting sheet 1 at the embedding rate of≥50%, and a primer layer 4a and a transparent resin layer 4 are provided to have uniform thickness being≤10μon the surface side of the transparent minute spheres 3 on a non-embedding side including space between the transparent minute spheres 3, and further a metallic reflection layer 5 is provided on the outside of the layer 4, then the change of reflection luminance in an area where the incident angle of a light beam from a light source is 5 to 50 degrees is set to≤60%.
