PROBLEM TO BE SOLVED: To provide a liquid crystal medium which has a high specific resistivity, a low threshold voltage, an improved LTS, and a high-speed switching time and to provide a liquid crystal display using the same. SOLUTION: This liquid crystal medium is based on a mixture of polar compounds. It contains one or more compounds of formula IA and one or more compounds of formula IB. In the formulas, R<SP>1</SP>and R<SP>2</SP>are each a substituted or unsubstituted alkyl group, or the like; Y<SP>1</SP>and Y<SP>2</SP>are each H or F; Ring A is phenylene, cyclohexylene, or 2,3-dichlorophenylene; one of Rings B and C is 2,3-dichlorophenylene and the other is phenylene or 2,3-dichlorophenylene.
