<p><P>PROBLEM TO BE SOLVED: To additionally provide or relatively simply to replace an IC tag by building a system for guiding the user, by utilizing the IC tag, carrying a user terminal with him as what the user carries and disposing the IC tag at an important place of a guidance. <P>SOLUTION: In a non-contact IC tag system, a server system 50 transmits guide information enciphered by a "first key" to an access terminal station 70c-1 of an A ground point via an LCX10. The guide information D10 is transmitted to the user terminal 90 via a short-range radio communication with the access terminal station 70c-1 and the user terminal 90, and the user terminal 90 decodes the guide information D10 through the "first key". Further, the access terminal station 70c-1 forms reception completion information D30, based on decoding confirmation information D32 transmitted from the user terminal 90, and transmits it to the server system 50 via the LCD10.
