PROBLEM TO BE SOLVED: To surely and easily fitting and connecting both pipe parts in a sealed state with high efficiency by relative approaching/moving operation in the pipe shaft core direction of the both pipe parts and the relative rotating operation, and being miniaturized as a whole. SOLUTION: An elastic seal material for sealing is mounted between an inner peripheral face of a socket pipe part and an outer peripheral face of a spigot pipe part, a locking part 21 projecting to a radial outer part is formed on the outer peripheral face of the spigot pipe part, a detachment recessed part 22 permitting the drawing-out movement in the pipe shaft core direction of the locking part 21 and a retaining wall part 23 kept into contact with the locking part 21 rotated from the position are formed on the socket pipe part, and a receiving means D is mounted for receiving the locking part 21 at a position entered to a drawing-out side in the pipe shaft core direction with respect to a rotating operation passage 25, when the locking part 21 inserted into the socket pipe part through the detachment recessed part 22, and inhibiting or restricting the rotation to a detachment recessed part 22 side of the locking part 21 at the receiving position.
