PROBLEM TO BE SOLVED: To provide a method for manufacturing a stamp seal by which the troublesomeness in a manufacturing method for a stamp seal is eliminated and a stamp seal using a porous substrate having continuous pores can be manufactured more simply and in which uniform printing shadows without bleeding and well drying properties can be secured when a seal is stamped, and its production device. SOLUTION: The method for manufacturing a stamp seal comprises pressing the printing portion of the porous substrate having continuous pores with a plurality of dot-like heating elements provided on a thermal head 10, heating elements corresponding to a print-dot pattern to melt and solidify the printing portion corresponding to the heated elements to serve it as a thin film layer to check permeation of ink therethrough, and simultaneously forming a mesh dot film layer for evenly suppressing the ink permeation amount and forming the thin film layer based on the print-dot pattern by melting and solidifying the printing portion corresponding to the elements not heated into a mesh state.
