PROBLEM TO BE SOLVED: To make an ORA (Optimal Rotation Angle) method correspond to an optional incident wave. SOLUTION: The method for designing the optical element for condensing incident light at a prescribed position comprises a step of calculating the absolute value of the complex amplitude of the incident light in a plurality of positions defined by the optical element, a step of calculating the the wave vector of the complex amplitude of the incident light in the plurality of positions defined by the optical element as the partial differentiation value of the argument of the complex amplitude of the incident light, and a step of calculating a phase modulation amount in the plurality of positions defined by the optical element in accordance with the conventional ORA method by using the absolute value of the complex amplitude of the incident light in the plurality of positions defined by the optical element, the wave vector of the complex amplitude of the incident light and data on the prescribed position at which the incident light is condensed.
