PROBLEM TO BE SOLVED: To prevent route control information managed by individual VRs from being mixed when the VR (Virtual Router) is obtained by VRRP (Virtual Router Redundancy Protocol) in a packet repeating device applied to a VRRP network having a VR function.

SOLUTION: When an active system packet exchange transmits a VRRP packet to a waiting system packet exchange, an identifier indicative to which virtual router the VRRP packet belongs is affixed to the VRRP packet.
