PROBLEM TO BE SOLVED: To provide an in-vehicle temperature monitoring device and in-vehicle temperature monitoring system which can inform an owner of the vehicle of the temperature inside the vehicle even when the owner of the vehicle is outside the vehicle. SOLUTION: The in-vehicle temperature monitoring device 2 comprises a temperature detecting means 10 for detecting the temperature inside the vehicle, a temperature information generating means 11 for generating temperature information indicating the temperature detected by the temperature detecting means 10, and a temperature information transmitting means 12 for transmitting the temperature information generated by the temperature information generating means 11 to a transmission destination outside the vehicle.
