The device has a shock absorbing rubber (40) interposed between a pulley (30) and a torque plate (50). The rubber has an annular shape and a set of convexities fitted in each concavity disposed on inner circumferential surface of the pulley. The rubber has a set of radially spaced convexities fitted in each concavity provided on outer circumferential surface of the plate. The concavities are circumferentially spaced.
