PROBLEM TO BE SOLVED: To provide a compact electronic heat pump apparatus that has low power consumption and dispenses with an additional circuit for maintaining a vacuum gap. SOLUTION: The electronic heat pump apparatus has an emitter 1 and a collector 2. An electrically and thermally insulating spacer 5 for constantly maintaining a gap G between an emitter electrode 11 and a collector electrode 21 is integrated on a semiconductor substrate 20 in the collector 2, thus preventing the backward flow of heat by a simple configuration in which the number of components is reduced and securing the vacuum cap with a prescribed interval.
