PROBLEM TO BE SOLVED: To provide a fixing device in which heat transfer to a fixing belt in a warm-up period can be suppressed and the time to raise temperature of a heating roller can be reduced by decreasing the contact area between the fixing belt and the heating roller, to provide an image forming apparatus using the fixing apparatus, and to provide toner. SOLUTION: A separating member disposed inside the fixing belt makes a pair with a tension roller. A switching means to switch the positions of the pair of the separating member and the tension roller switches the position when a temperature detecting means disposed on the heating roller detects predetermined temperature.
