PROBLEM TO BE SOLVED: To provide an optical receiving device which allows for precise positioning and hermetic sealing of a cap with an eccentric lens, and to provide its manufacturing method. SOLUTION: The optical receiving device 1 comprises a photodetector 50, a stem 11, and a cap 21 with a spherical lens 30, and it hermetically seals the photodetector 50 by the stem 11 and the cap 21. The spherical lens 30 is installed at a position shifted from the central axis of a cylindrical portion 24 of the cap 21, and a plurality of cap cutouts 26 are formed in a flange 23. The photo detector 50 is mounted at a position shifted from the central axis of the stem 11. Stem cutouts 16 are formed in the stem 11 so as to correspond with the cap cutouts 26 by conforming the central axis of the cylindrical portion 24 of the cap 21 to the central axis of the stem 11, and making the shifting directions of the spherical lens 30 and photodetector 50 the same.
