PROBLEM TO BE SOLVED: To provide a developer carrier which is obtained by forming a resin coating layer having a uniform surface shape on a surface of a developer carrier, and in which the resin coating layer has good durability even when repeatedly used in any environment over a prolonged period of time, and to provide a developing apparatus using the developer carrier. SOLUTION: The developer carrier is used in the developing apparatus for converting an electrostatic latent image formed on an electrostatic latent image carrier to a visible image by development with a developer carried and conveyed by a developer carrier. The developer carrier comprises at least a substrate and the resin coating layer on a surface of the substrate, wherein the resin coating layer contains at least a binder resin and graphitized particles, and an average value A and a standard deviationσobtained from a hardness distribution of universal hardness measurements HU of a surface of the resin coating layer are 100≤A≤800 [N/mm<SP>2</SP>] andσ<30 [N/mm<SP>2</SP>], respectively.
