PROBLEM TO BE SOLVED: To provide a toner fixing member and a heat fixing device that are suitable for high image quality fixation of, particularly, a color image etc., and has stable transport performance, restrained toner release property and adhesiveness. SOLUTION: For the fixing member, having an elastic body made of fluororubber as its outermost layer, the elastic body is a fluoro-rubber layer filled with defluorinated fluoroplastic powder.
