PROBLEM TO BE SOLVED: To provide a honeycomb-structured water-permeable light-shielding body which is installed not on the water surface in a floating state but in water of a lake or the like, and can pass circulating or moving water through its inside and inhibit the growth of algae by shielding light during the passing through the inside.

SOLUTION: A honeycomb structure having a number of cylindrical cells 1a partitioned by partition walls h so as to each have a honeycomb shape is arranged in the water of the lake or the like as the light-shielding body 1, and the cylindrical cells 1a are vertically arranged to make water passages.
