PROBLEM TO BE SOLVED: To provide a moisture-permeable water-proof composite material having excellent moisture permeability, water-proof properties and material durability, and giving a low load on the environment by utilizing an aqueous resin. SOLUTION: The aqueous moisture-permeable water-proof composite material is obtained by laminating a blended resin layer consisting essentially of at least two kinds of aqueous resins on a base material. A polyalkylene glycol having≥500 and≤3,000 number average molecular weight in the proportion of≥40 wt.% and≤80 wt.% based on the resin layer is contained as one of the polymer constituting the resin, and different two or more kinds of crosslinking structures are present in the resin layer.
