<P>PROBLEM TO BE SOLVED: To decrease paper feed delay jams and to reduce waste toner. <P>SOLUTION: This color image forming apparatus is configured so as to temporarily stop an ITB and retry paper feeding during the period when an image area is present between primary transfer and secondary transfer in a primary transfer, secondary transfer, and cleaner abutting mode.
