PROBLEM TO BE SOLVED: To mass-produce an inlay panel material having a smooth surface and constant quality at a low production cost. SOLUTION: An inlay member 1 is bonded and fixed to the inlay forming position of a substrate 3. After a notch 3a is formed along the periphery of the inlay member in the surface of the substrate, lining treatment by a resin material 4 is applied on the back of the substrate 3 by injection molding.
