PROBLEM TO BE SOLVED: To provide a wave making machine and a wave making method capable of always making large waves regardless of the variation of a water level. SOLUTION: The wave making machine comprises the wave making mechanism 1 for wave making by forcedly pushing the water; the floating body 2 for generating floatage for floating the wave making mechanism 1 nearby the water surface; and the guide rail 3 for guiding the wave making mechanism 1 moveably up and down. Therefore, by floating the wave making mechanism 1 moveably up and down, while supporting the wave making mechanism 1 up and down moveablyby the guide rail 3 corresponding to the variation of the water level by the floating body 2, the water pressure against the wave making plate 11 is made constant regardless of the variation of the water level, consequently, the large wave can be generated regardless of the variation of the water level.
