PROBLEM TO BE SOLVED: To provide an image forming apparatus which uses low melting point toner and can realize a faster printing speed, electric power saving and a smaller size. SOLUTION: The apparatus uses low melting point toner 2. A parameter to set conditions to prevent deterioration of the toner by friction between a developer supply means 3 and a developer carrier 4 and to avoid melt sticking of the toner on the surface of the developer carrier 4 is determined by using the sliding angleθ[°] of the developer carrying body, the outer circumferential line velocity Vdv [mm/sec] of the developer carrier, the elastic hardness Asp on the outer circumferential face of the developer supply means, the outer circumferential line velocity Vsp [mm/sec] of the developer supply means, and the dent depthδ[mm] of an elastic body of the outer circumferential face of the developer supply means on touching the developer carrier. The range of the parameter is experimentally obtained. Arrangement of the developer supply means 3 and the developer carrier 4, and the material of the outer circumferential face and the line velocity of the outermost circumference of each roller are determined so as to bring the parameter within the above range.
