PROBLEM TO BE SOLVED: To provide a cutter maintenance device and a maintenance method for a shield machine capable of carrying out maintenance of equipment such as a bit, a copy cutter and a natural ground survey device in soil without using a hollow center shaft. SOLUTION: The cutter maintenance device is provided with a working space 11 provided inside a cutter frame 5 formed into a hollow, to carry out maintenance of the equipment such as the bit 8, the copy cutter 9 and the natural ground survey device 10; a cylinder body 14 for a maintenance passage, provided in a longitudinally movable manner at the partition wall 3 partitioning a cutter chamber 2 disposed behind the cutter frame 5, and pressed to a back face part 5a of the cutter frame 5 when advancing and spaced from the back face part 5a when retreating; and a manhole 29 provided in an openable/closable manner in the back face part 5a of the cutter frame 5, opened to communicate the working space 11 in the cutter frame 5 with the cylinder body 14 when the cylinder body 14 is pressed to the back face part of the cutter frame 5, and closed when the cylinder body 14 is spaced from the back face part 5a of the cutter frame 5.
