The apparatus, designed to be used in conjunction with a toroid template (1) on which the reinforcement is deposited in the form of a series of arches (40) made from a single continuous wire, has a wire guide, an oscillating arm system (31a) with a first arm (31) having a head situated at a distance from its axis of rotation, a control unit for the arm's oscillating motion, and pressers (2G, 2D). The system has at least one arm with a section lying parallel to the first arm's geometrical axis of rotation (31R1a), and with a variable radial distance between the guide and the arm's axis of rotation. The system has a second arm that oscillates about a second axis of rotation lying parallel to the first one and has a head that transports a guide either directly or indirectly via a number of other arms. The head of the first arm supports the geometrical axis of rotation of the second one.
