PROBLEM TO BE SOLVED: To reduce warpage of a disk due to curing shrinkage when an ultraviolet curing resin is formed on the surface of the disk, without lowering productivity, in forming an optical transmission layer of an optical recording medium. SOLUTION: In the optical recording medium, after the uncured ultraviolet curing resin is applied on the surface of the disk, the optical transmission layer is formed by curing it by the irradiation with ultraviolet rays or the like. In the curing process, the disk 11 on which the ultraviolet curing resin is applied is irradiated with the ultraviolet rays at low illuminance by an ultraviolet irradiation device 10 until it is semi-cured. Thereafter, the disk 11 in which the resin is semi-cured is irradiated with the ultraviolet rays at the illuminance higher than that of the ultraviolet irradiation device 10, by an ultraviolet irradiation device 20 so that it is fully cured.
