PROBLEM TO BE SOLVED: To provide a pump apparatus and a system for pumping out suspension, by each of which light oil, or the like, floating on the surface layer of the water stored in a sewage storage tank can be pumped out selectively while automatically coping with even the fluctuation of the water level. SOLUTION: The pump apparatus 2 for pumping out the oil 13 floating on the stored water 11 selectively is composed of components of a funnel-shaped suction port member 3, a diaphragm pump 4, a float 5 and a buoyancy adjusting means 6. The funnel-shaped suction port member 3 is constituted so that a suction port 31 is formed into a funnel-like shape whose diameter is made wider as it goes upward. The funnel-shaped suction port member 3 is equipped with a sucking pipeline (a), the diaphragm pump 4 and a pumping-out pipeline (b) so that the sucked oil is pumped out to the outside. The float 5 has buoyancy enough to position the suction port 31 so that the suction port 31 floats at a predetermined water level. A plurality of the floats 5 are fit to a skeleton 21. A hollow structure 61 is adopted as the buoyancy adjusting means 6, which has an accumulator 61a for producing buoyancy, a compressed air supplying pipe 61b for supplying air and an air discharging pipe 61c for discharging air.
