PROBLEM TO BE SOLVED: To perform communication with high security in accordance with the configuration of organization at the utilization place.

SOLUTION: Each mobile node a-f becomes a source node. If a plurality of neighboring nodes exist when an address node belongs to other group, the neighboring node is selected as the destination node according to a priority of the condition: (1) a node of the same group and the same or upper class, (2) a node of a different group and the same or upper class, and (3) a node of lower class. Each mobile node 1-f transmits a packet to a selected destination node.
