PROBLEM TO BE SOLVED: To provide a roll rubbing device which exactly presses a washing roll against a substrate for an electrophotographic photoreceptor even in a state where the thickness of the washing roll is not uniform in frictional sliding washing of the substrate after surface roughening by blasting, from which dust and oil splashes are not generated and which can inexpensively configure an apparatus. SOLUTION: A pair of upper and lower four-section link mechanisms are adopted in a washing roll supporting structure, an air cylinder is used to drive the link mechanisms and the link mechanisms are configured by using one of 4-section parallel links, four-section crank levers or four-section crank sliders.
