<p>A circulating fluid drive force system capable of providing a sufficient drive force by circulating a specified rate of fluid (mainly water) under high pressure, capable of eliminating a problem with installation place caused due to height difference and a problem with water quantity, and capable of being operated for a long period by only clean energy without using the other natural energies such as wind power and drive sources such as a motor than the specified rate of fluid, wherein pumps (51) pumping up fluid in a lower layer (5) to an upper layer (3), a pump drive turbine (8) driven by the fluid flowing down from the upper layer (3) to the lower layer (5) to drive the pumps (51) through a pump operating mechanism (10), and an output turbine (9) driven by the fluid flowing down from the upper layer (3) to the lower layer (5) to drive an output shaft (15) for outputting a power to the outside are installed in a body container (1) having the upper layer (3), an intermediate layer (4), and the lower layer (5) partitioned from each other by partition parts (6) and (7).
