PROBLEM TO BE SOLVED: To provide a new circulation system of a water-soluble cutting oil which reduces energy costs and prevents volatile organic compound contained in a waste oil from contaminating atmospheric air. SOLUTION: Part or all of the water-soluble cutting oil circulated and used in at least one device for performing cutting, grinding, or polishing is extracted, frozen, and concentrated, thereby separating it to recycled water of low temperature composed of water with high purity and the concentrated water-soluble cutting oil component. The recycled water of low temperature is returned and added to the circulated and used water-soluble cutting oil for dilution/refrigeration, thereby saving water of the system.
