PROBLEM TO BE SOLVED: To reduce the discharge amount of combustion gases by improving the calorific power, efficiency of combustion and the like, of a fuel oil such as heavy oil and gas oil. SOLUTION: The magnets 3 are installed so that an N-pole and an S-pole face each other with the passage 2 between in which the gas oil 4 flows. By the Faraday's law of electromagnetic induction a voltage is induced in the passage and an electric current flows in this gas oil, which exerts elecrolysis on the contained sulfur oxides and phosphorus oxides. Since the separated sulfur and phosphorus tend to burn, the calorific power increases and the flash point drops and so forth. As a result, the rate of fuel consumption of the gas oil 4 improves and the discharge amount of the combustion gases can be reduced. COPYRIGHT: (C)2005,JPO&NCIPI
