<p><P>PROBLEM TO BE SOLVED: To provide a vacuum insulating panel capable of preventing its bending while aiming light in weight as a whole. <P>SOLUTION: The vacuum insulating panel comprises a plane plate-shaped core material 1 made of a material with low thermal conductivity, and a thin-walled metal armored body surrounding a periphery of the core material 1, and the inside of the armored body 3 in the vacuum insulating panel is evacuated into vacuum. A through-hole 12 passing through from one end face 1a to the other end face 1b or a recessed section 12 recessed from one end face 1a to the other end face 1b is arranged on the core material 1, and a first metal panel 4 of the armored body 3 covering one end face 1a of the core material 1 is set to be thinner than a second metal panel 7 covering the opposite other end face 1b.
