PROBLEM TO BE SOLVED: To always transfer the combustion with proper air quantity and to solve problems on oscillating combustion and blowing-out of fire in transferring the combustion. SOLUTION: In this boiler 1 having a combustion device for injecting fuel sent form a fuel supply line 3 from a fuel nozzle 4 and injecting the combustion air sent from a blower 5 from an air injection port 6 to perform the combustion, and changing the combustion qunatity in a stepped manner by adjusting the fuel supply quantity and the combustion air supply quantity, the change of the combustion air supply quantity is started first in a case when the combustion quantity is changed, the combustion air quantity injected from the air injection port is calculated by converting the same to a reference state, and the fuel supply quantity is changed when the calculated combustion air quantity in the reference state is agreed with the predetermined set combustion air quantity.
