PROBLEM TO BE SOLVED: To provide an initial fire detecting device for setting the peripheral floor face of a machine tool or the like, and for detecting fire only in the protecting area. SOLUTION: This initial fire detecting device is configured by setting the peripheral floor face of a machine tool 1 as a protecting area 2 to start a fire extinguishing device 11 to extinguish fire when fire starts in the protecting area 2. The fire detecting device is provided with a smoke sensor 4 having a sampling tube 5 arranged in the protecting area 2 for outputting a smoke detection signal in detecting smoke through the sampling tube 5, a plurality of flame sensors 3 which output a flame detection signal in detecting the flame of the protecting area 2 and a control part 7 which outputs a start signal to a container valve 12 of the fire extinguishing device 11 when both the smoke detection signal from the smoke sensor 4 and the flame detection signal from the flame sensor 3 are inputted. The sampling tube 5 is arranged in position with height of about 80cm so that smoke to be generated when fire starting from the periphery of the machine tool 1 can be easily sucked.
