<P>PROBLEM TO BE SOLVED: To provide a hot water storage type water heater for hot water supply and heating capable of being installed in a small occupation area when installed outdoor and capable of comfortably heating a large area in a building. <P>SOLUTION: A first hot water storage tank 1 for storing hot or cold water for hot water supply, a second hot water storage tank 2 for storing hot or cold water for heating the building, a heat pump unit 3 as a heating means for heating the cold or hot water in the first and the second hot water storage tanks are provided and the second hot water storage tank is provided under a floor of the building. The second and the first hot water tanks are connected so that the cold or hot water in them circulates and the heat pump unit heats the cold or hot water in the first hot water storage tank. The second hot water tank 2 is formed by an object in a long pipe shape and favorably provided under the floor of the building in an even manner.
