<P>PROBLEM TO BE SOLVED: To provide a constitution of a writing implement or a makeup implement which is made free from a slippery state caused by sweat or hand grease brought about with the use. <P>SOLUTION: A moisture absorbing sheet 2 is fitted by winding on the outside surface of the body grasped by the hand.
