PROBLEM TO BE SOLVED: To provide a method for starting the registration of a mobile station in a network which supports a simulcast multicast service, using the start of the registration based on the status of a flow and the status of a frequency. SOLUTION: A registration message is created, for example, on the basis of an alteration of the frequency from a first frequency monitored by the mobile station to a second frequency. If the second frequency is unknown on the basis of flow identifier information registered previously by the mobile station in the network, then the registration to the network is started. Since the registration message indicates an existence of the mobile station on a predetermined frequency, the network can make a radio paging of the mobile station on the single predetermined frequency by transmitting the registration.
