PROBLEM TO BE SOLVED: To improve on-site workability, and save space and reduce costs by reducing size in a flowing water detecting device. SOLUTION: A control valve 30 is composed of control valve body 30A integrally formed with a flange part 30C corresponding to a flange part 21A of a valve body 21, a ball valve 32 turnably housed in the control valve body 30A to open and close a passage 31, and a lever for turning the ball valve 32 by manual operation to open and close the passage 31. The control valve 30 is integrally fixed to the valve body 21 via both flange parts 21A and 30C. A switch box 39 is provided with a terminal block connected to an external signal line, and inputting and outputting to the outside an operation signal of the valve body 25 and an opening/closing signal of the ball valve 32.
