PROBLEM TO BE SOLVED: To provide a fixing device which can prevent excessive fixing, can reduce power consumption and can make a capacity of a main capacitor lower, and a thermal printer. SOLUTION: The lower-capacity main capacitor 45 is used. In the fixing of a yellow thermal coloring layer, a Y-setting voltage is read out from a charging voltage setting table 44, and charged into the main capacitor 45. Thus, since only fixing light of light-emitting energy capable of fixing the yellow thermal coloring layer is applied from a Xe lump 17, the excessive fixing does not occur, and power savings are achieved. In the fixing of a magenta thermal coloring layer, an M-setting electrode is charged into the main capacitor 45, and the Xe lump 17 is made to emit the light twice. This enables the fixing light of the light-emitting energy, capable of fixing the magenta thermal coloring layer, to be obtained by using the lower-capacity main capacitor 45.
