PROBLEM TO BE SOLVED: To simply assemble rotation resistance of a rotating plate rotated, by being sandwiched via an elastic member between a fixed plate and a push plate during and after assembling. SOLUTION: A rotation connection unit is provided with the rotating plate 4 sadwiched via a plate spring 5 on the fixed plate 2 and both-side sliding plates 6 and 6 between the fixed plate 2 and the pressing plate 3, and constituted to rotate, by being accompanied by rotation resistance due to friction with the sliding plates 6 and 6 under imparting of elastic force by the plate spring 5. The rotation connection unit attaches a cam cylinder 7, moved in an axial length direction by rotation on the same axis in the inside of a cam holder 31 integrally attached to the inner circumferential side of the push plate 3, contacts a push-up flange 71 provided circumferentially on the cam cylinder 7 on an inner circumferential cam action part 50 of the plate spring 5, and increases and decreases the elastic force of the plate spring 5 by the movement of the axial length direction of the cam cylinder 7.
