PROBLEM TO BE SOLVED: To provide an organic EL device having high strength and simple appearance nearly same as a conventional fluorescent lamp, which can be packed by distribution packaging same as that for the fluorescent lamp, capable of using a power supplying device having a shape same as that of the fluorescent lamp, which can be easily exchanged with the fluorescent lamp, and provide the power supplying device for the EL device. SOLUTION: A transparent resin sheet 1x on which, an organic EL element 3x formed by laminating at least a first transparent electrode layer 2, an organic light emitting layer 3, and a second transparent electrode 4 is formed, is wound layer upon layer to form into a lengthwise cylinder, and first and second power supply terminals 10a, 10b connected to the first and second transparent electrode layers 2, 4 are arranged at the cylinder end part.
