PROBLEM TO BE SOLVED: To provide a boom operation regulation device for a high altitude working vehicle having high safety corresponding to lifting load of a lifting device. SOLUTION: This boom operation regulation device for the high altitude working vehicle is composed of a vehicle body capable of running freely, a plurality of jacks provided in the front and the rear and to the left and right of the vehicle body and coming into contact with the ground when performing work to support the vehicle body, a boom provided so as to rise, fall, elongate, and contract freely on the vehicle body, a working bench provided at a tip of the boom, and the lifting device provided at the tip of the boom or on the working bench. This device is provided with a ground contact detection means for detecting contact of each jack with the ground and an operation regulation means for regulating elongation operation and rising and falling operation of the boom and winding-up operation of the lifting device by signals from the ground contact detection means when the ground contact detection means detects that at least two jacks are in a non-ground-contact condition.
