PROBLEM TO BE SOLVED: To provide a stator manufacturing device that allows in parallel the insertion arrangement of a winding coil, shaping of the winding coil, and formation of the next winding coil inserted and arranged thereafter, and also allows a time for manufacturing a stator to be shortened. SOLUTION: The stator manufacturing device 1 comprises: a winding unit 2 that forms the winding coil 9 formed by aligning a plurality of monopolar coils 91 wound with a wire 90; an insertion unit 3 that receives the winding coil 9 from the winding unit 2, inserts the winding coil 9 to a stator core 81 and arranges it thereto; a shaping unit 4 that shapes the winding coil 9 inserted and arranged to the stator core 81; and a moving unit 5 than can move to the insertion unit 3 and the shaping unit 4. The moving unit 5 inserts and arranges the winding coil 9 by performing relative movement to the insertion unit 3 in a state that the stator core 81 is held, and is constituted so as to shape the winding coil 9 by performing the relative movement to the shaping unit 4.
