<P>PROBLEM TO BE SOLVED: To enable to evaporate kerosene when reforming the kerosene as a raw material fuel 11 by a partial oxidation type steam reforming while tar or the like is prevented from being generated. <P>SOLUTION: At least one part of a reformer 25 is heated with a combustion gas 33 formed by burning an anode discharge gas 16 exhausted from an anode electrode 30 with a discharge gas burner 32, and afterward, steam 13 is overrheated when it is circulated in a steam superheater 36.
