<P>PROBLEM TO BE SOLVED: To solve the problem in which when image formation is restored from an inhibited state resulting from a patch image density decrease, the number of times that patch detection takes place becomes excessively large, which increases downtime and raises an objection to it. <P>SOLUTION: To restore the image formation from the inhibited state resulting from a patch image density decrease, a series of processes of toner replenishment, patch image formation, and detection are repeated.
